ICA OKs G20 Cash, Demands New Accounting System

Since the city was classified as economically distressed in 2003 under state Act 47, the ICA has been charged with overseeing Pittsburgh’s finances.

ICA Executive Director Henry Sciortino says the budget transfer was made because Pittsburgh anticipates federal reimbursement.

City Council agreed on the G20 expenditures Tuesday, saying the city needs the money to pay for police overtime and out-of-town officers, among other expenses.

In addition, the ICA decided not to approve the city’s 2010 budget unless Pittsburgh replaces its outdated financial administration system. The city has $3.5 million set aside for the upgrade.
