Snow Snafu
Too few plow drivers and too little experience contributed to the state's failed Valentine's Day storm response, according to an independent assessment. Governor Rendell is suggesting that the role of Pennsylvania Emergency Management Agency head Jim Joseph was also an issue, but no one will be fired in response to the report.
