Pennsylvania American Water President Kathy Pape testified in front of the State House Consumer Affairs Committee yesterday and made some recommendations on how to address the repair and replacement of aging water and waste water infrastructure.
Her recommendations are:
That all water and waste water utilities be required to track their assets and have short and long term plans in place for rehabilitating or replacing major assets.
That Pennsylvania move toward full-cost pricing of utility services.
That fees are collected for water and waste water services are properly reinvested.
And that a Collection System Improvement Charge is adopted to allow for recovery of revenue-neutral system improvement projects to reduce possible rate shock.
Before any of these recommendations can be adopted the state legislature would need to approve them.
